Buying off-plan in Indonesia: phases, guarantees and timing

Almost everything on sale today in Bali and Lombok is off-plan. This is how the payments are split, what to ask for in writing, and what really happens when a build runs late.

Almost every villa on sale today in south Bali and Kuta Lombok is off-plan: the developer holds the land, you choose the unit and you pay while it is built. Done well, it is the cheapest way in; done badly, it is sending money ahead with no control. The difference is the contract.

What does buying off-plan mean here?

Buying a house that does not exist yet inside a project that does: land in the developer's name, design done, contractor hired and a permit granted or in process. You buy a specific unit —with its number, its size and its position on the plan— and a land right formalised before a notaris. For example, Kirana Villas is eight sea-front villas in Prabu with a 30-year lease from €85,000 and handover in 2027, and Edén Villa is 120 m² over two floors with an 80-year right to build at €115,000.

How the payment phases work

The usual split follows construction progress, not the calendar: a small reservation, a payment on signing before the notaris, and then tranches tied to foundations, structure, roof, finishes and handover. Two rules save a lot of grief: every tranche needs a verifiable milestone (dated photos and a visit, or a site manager's report), and **the last payment goes against handover**, with the snagging list signed.

On larger projects the schedule overlaps with the build itself: Mare Nostrum, for instance, hands over between December 2026 and August 2027 at €239,000, depending on the unit.

What guarantees do you ask for in the contract?

Four, and all four fit on one page: a deadline for handover, not just an estimate; a penalty if it passes; **what happens if the project is not finished (who returns the money, and against what security); and a build warranty** after handover, usually on structure and installations. Add a fifth if you can: that the land certificate is already in the project's name and not waiting on a subdivision.

Timing and delays

A few months' delay on a tropical build is normal: rain, materials, permits. What is not normal is finding out by accident. Ask for a monthly report with dated photos —on projects listed on TANAH the progress is on the listing— and keep every message. If the delay drags on, the contract is the only thing defending you, which is why it is negotiated before signing, not after. The land register is public at the national agency (ATR/BPN) and it is worth checking again mid-build.

How to follow a build from Europe

Without being here, progress is checked three ways and it is worth using all three: dated photos from the same angle every month (so you see what moved and what did not), a video call on site when a tranche falls due, and a visit by someone you trust —a local architect, or a friend who lives here— at the two milestones that move the most money: structure and handover.
